Interim Guidelines and Advisory Number 2 (FEMA 267/267B)

The Interim Guidelines were the end product of the Phase 1 Steel Project. This document was developed to provide engineers and building officials with guidance on engineering procedures for evaluation, repair, modification, and design of welded steel moment frame structures, to reduce the risks associated with earthquake-induced damage. The recommendations were developed by practicing engineers based on professional judgement and experience and a preliminary program of laboratory, field, and analytical research. This preliminary research commenced in November, 1994, and continued through the publication of the Interim Guidelines. Independent review and guidance was provided by an advisory panel comprised of experts from industry, practice, and academia.

The original version of the Interim Guidelines is available for download here.

As part of the Phase 2 Steel Project, the technical content of the Interim Guidelines is being reviewed in light of new research findings, and the second update to the original document is available as of August 1999. Titled Interim Guidelines Advisory No. 2 - Supplement to FEMA 267 (Report FEMA-267B), this document supercedes the first advisory (FEMA-267A) which was published in January 1997.

The material contained in Advisory No. 2 has been formatted to match that contained in the original Interim Guidelines, to permit the user to insert this material directly into appropriate sections of that document. This Advisory is not intended to serve as a self-contained text and should not be used as such. It does, however, completely replace the material contained in FEMA-267A.

All recipients of the original document should receive Advisory No. 2 by mail when it is printed and distributed by FEMA in late 1999 or early 2000. If you do not have the original Interim Guidelines, you can be placed on the mailing list and also receive the Advisory free of charge by calling 800-480-2520 and requesting document FEMA 267.

Until the final version of Advisory No. 2 is distributed by FEMA, advance copies can be ordered from the Applied Technology Council by calling 650-595-1542. A nominal charge to cover printing and shipping will apply.
